I was doing some tax documents this afternoon and started to reflect on my investing performance over the past few years. I'm 25 now, when I started my first job right of out university at 22 I had no idea what to do with the money I was earning. I ended up investing (gambling) on ASX penny stocks, and actually got really lucky... at first.
My first "win" was AVZ, a lithium mining company based in the Congo. I put my first $10,000 from my job into it with no research other than believing the hype on HotCopper. I rode it all the way to $50,000! At 22 this made me feel like the king of the world, and I got addicted to that thrill of finding the next winner. If I could pull the same trick a few times in a row, I would be a millionaire within a year!
Over the next two years, I would steadily erode that $40,000 total gain into a $15,000 total loss. I speculated on everything from a gold mining company in Brazil, to a cobalt explorer in Namibia, to exchange rate futures in the United States, to biotechs, and on and on...
In February 2020, three years after the beginning of my investment journey, I reached a point where I accepted I had a problem. I wasn't an "investor", I was a gambler. I looked at people who put their life savings into slot machines at the casino with disdain, and then realised I was exactly like them. From a very early age I can remember loving the experience of being totally absorbed in art, at the age of six I used to spend hours drawing and copying from comic books and by the time I reached matric, I was achieving between 80% and 90% for Art. My teacher recommended that I follow art in some form.
In the early 1960’s I attended the, (then known as), Wits Technical Art College and completed a 3 year Commercial Art course. One of my tutor’s at the time, was the well-known international artist George Boyes. After college I did window dressing and display work for a few years. Back then the social climate was somewhat different to what it is today. My brothers and I were allowed to pursue our own interests after school, but ultimately we were expected to return to the family business in engineering once we had made the decision to settle down, which we ultimately did. Nevertheless, I continued to paint whenever I could find a spare moment. I sold a few, adorned our home with some, and gave others to friends and family. I left the engineering firm after 25 years.
My son owns a specialist signage company where he services mainly the entertainment and casino industries. I worked for him for five years in the studio, mainly in the conceptualisation and design of each highly specialised creation. After visiting Namibia in January 2008, my love of wildlife and oils returned and I began painting again, I have since retired and after all these many, many years, I am finally living my dream of pursuing art full-time.
I specialise in oils and although I began my art career focusing exclusively on African wildlife, my scope has increased to accommodate some sea-life, nature and rustic cars, among others.
I am a widower, my wife of 46 years passed away in 2009. I have two children and six grandchildren.

LOCKWOOD BULLYING PUBLISHING - STOP ATTACKING BLACK PEOPLE. REMOVE THE ITEM. BLACK PEOPLE, SHARE LOG AND DATE.

We are here yet again. And I can believe it.
This piece is about the highly derogatory piece of clothing Avakin has out, in order to disparage Black people. Let this be known, this is not the first time Avakin has done this.
The item is aptly named with, I jest not, "police profile" in the title. It shows a person with the phenotypical "Black" features emblazoned on it, with plaits that is a deriviation of the Namibia 3500 (-) century hairstyle, but with baby hairs etc. All attributes point she is a Black Female.

This is not the first time Lockwood Publishing has intentionally incorporated disgusting images meant as an incendiary to the Black race. This post is previously overdue.
How is it possible that they can not add Black hairstyles when asked and aided by players, but as soon as they want to exhibit their violence and penchant to harass Black people, they can quickly find one and name it so boldly?
When I view this jacket, I envision:
The Black woman, 4 months pregnant who miscarried by a police officer intentionally tasering her stomach. She lay screaming in the street. It is the epitome of a horror movie. They killed her child for nothing. Four months carrying, only to yeild a deceased child. They were not charged. They still walk free.
The three Black people who were lynched during the week George Floyd was murdered (imagine the lynchings that didn't come to light). One man escaped, and now has mental trauma and critical injuries from the brutal assault. The murderers still walk free despite damning evidence, and despite their bloated bodies still bleeding and swaying upon the tree branches.
The black Police woman who was racially profiled whilst in her own uniform and vehicle by another colourless Police Officer in July 2020. They were not reprimanded at all. Not even disciplined.
The non Black recessives in The Gambia buying Black youths and exploiting them. You have these non Blacks and caucasoids, literally 60 year old, pale men in particular, hiring extremely young Black youths out in the open. Nothing happens to them. They have used imperialism and capitalism to exploit their country first, and do this. Setting up their income in such solicitations to keep the country afloat to keep their "hobbies" unchallenged by officials.
The Black women being abducted in car parks, in homes, and sold and taken goodness knows where by non Black people.
I think of the Black woman like Tanya Mc Dowell, Kelley Williams-Bolar - sentenced to 12 and 6 years respectively for using relatives' postcodes to send their children to a better school. They were persecuted to the highest extent. Charged with "Stealing an Education". Whereas other non Black individuals were given 14 days and/or a slap on the wrist though they purposely used fraud, subterfuge, pre meditation and bribery to fabricate their offsprings' record, grades etc.
When I look at this item, I see non Black Shooters and Shooters alike, like James Holmes. Who specifically picked a theatre with locks on, lined his home with explosives to kill city officials, wore tactical clothing during the massacre, barricaded exits, killed around 12 and hurt 70. Youngest victim- 6 years old. He is still alive and well. And then I see Elijah Mc Clain, a Black man, who was walking home. Elijah was deceased on site.
The Black woman wrongly arrested inside of her shower and harassed by Police whilst she was on her menstrual cycle in front of her whole neighborhood. Trying to strip away her dignity and rights. They were not charged for their mistake.
The multitude of Black "Jane Does".
I could go on.
Lockwood Publishing, you have gone rather mad. You exhibit ignorance and violence of staggering proportions, and your penchant to obsess over the Blacks is truly disturbing. You do not do this to the recessive skin white people, nor the Indians, the Japanese, the Koreans, or "Native" Americans etc.
And yet, one after the other in succession, you absolutely must keep terrorising the Blacks.
I have an idea, why not make one that says "The Real Murderers" and have a picture with a recessive white shooting up a school on it? Now that will make you proud, will it not?
Or why not have the symbol for "youngster lover" that non Blacks created, that the FBI uncovered whilst investigating trafficked youths?
Why not have an Asian eating a dog? Why not show the Native American man with beer in his hand passed out in a Casino? Why not show Indian people eating curry and harassing women? Why not show what is happening to Muslims in camps in China? Why not add all these on items?
Do you see what I am saying? You use stereotypes to attack Black People all the time. You have one standard for everyone else, and another for the Blacks. Stop stereotyping Black People. Stop attacking them. What you are doing is a farce, and needs to stop.
You are absolutely delirious and violent people. You are the most aggressive establishment I have seen yet, on an App. True to your breed, you continue to do this. Do better, and leave Black people and their Black Women alone.
This is horrific, chilling and disturbing.

Eva Green on coping with crippling anxiety: ‘I’m very shy… I wish I was a silent movie star’

I meet the actor Eva Green on one of those strange, early March days when we are yet to truly understand the implications of coronavirus – when people still hug each other and say, ‘Whoops, sorry!’ afterwards. Which is exactly what Green and I do when she arrives at Clifton Nurseries, a chic garden centre and café near her north London flat. She’s dressed in a black woolly hat, huge black puffer jacket and sunglasses.
‘Let me show you something so scary,’ she says, showing me a passage on her phone from Dean Koontz’s 1981 thriller The Eyes of Darkness, which seems to predict the pandemic with eerie prescience, appropriate passages circled in red.
Meanwhile, Green’s mother, who lives in Paris and to whom she speaks daily, has been telling her not to shake hands with anyone, not even to leave the house. Yet here we are, sitting perilously close, ordering fresh mint tea, ready to talk about Green’s new film, Proxima, directed by César-winning French screenwriter and director Alice Winocour.
In the film, Green plays French astronaut Sarah, who is preparing to depart for a year-long mission. But despite the hi-tech robotics and presence of Matt Dillon, Proxima is not your average space movie; it is not concerned with distant galaxies or alien life forms. The film is about Earth and the things that tether us to it. Sarah is an astronaut, but she is also a single parent; her daughter Stella played by the excellent 10-year-old actor Zélie Boulant.
‘It is a love story between a mother and a daughter,’ says Green. ‘And these people who are going to the International Space Station, all the way to Mars, they will lose sight of the Earth. It is like a self-sacrifice, like a death.’
In preparation for the role, Green undertook an arduous fitness regime with a Russian instructor in Cologne. ‘He was so harsh, treating me like a real astronaut. In the end he was so rude and mean that it became funny.’ She also spent time at astronaut-training centres, like Star City in Kazakhstan. ‘That was my favourite thing. I felt like I had entered a sacred realm.’
The film is a departure in many ways for Green. In Proxima, she is make-up-free, dressed mostly in overalls, dealing with the struggles of a working mother. It is beautiful and solemn – and her performance has been described as a career-best.
Green is probably most famous, though, for her glamorous role as Vesper Lynd in the 2006 reboot of the James Bond franchise, Casino Royale, featuring Daniel Craig as 007. At first she didn’t want to audition for the part (in retrospect, she says she was being ‘pretentious’), but when she read the script, she changed her mind. ‘I thought it was a very strong role. I wish they were all like her: passionate, kind, caring.’ Green admits that she has had less pleasant experiences on set. ‘Of course, a lot. It is hard; it is the anti-glamour.’
Eva Green was born and raised with her non-identical twin, Joy, in Paris. Her mother, Marlène Jobert, was a successful actor who gave up her career for her family, and her Swedish father, Walter, is a dentist. It was, Green says, a very ‘Parisian bourgeois’ upbringing. She attended drama school in Paris, followed by a 10-week acting course at Webber Douglas Academy of Dramatic Art in London. ‘It was very intense, in a good way. But because my English was not very good, when I had to do Shakespeare, it was very hard. Often I couldn’t even understand what the teachers were asking me to do,’ she says.
Back in Paris, Green won parts in a couple of plays, but had such a bleak time, getting stage fright and ‘having blanks’, that she considered giving up acting. It was, she says, the Italian film director Bernardo Bertolucci who saved her. She was in her early 20s, when she heard about a Bertolucci audition. ‘I was obsessed with him, obsessed with Last Tango [in Paris]’, she says.
The audition was relaxed, and soon afterwards she was offered the lead role in The Dreamers, an adaptation of a Gilbert Adair novel – sexy and incestuous, and suffused with the riotous politics of Paris in 1968. ‘My mother told me not to do it,’ Green says. ‘She was afraid that I was too sensitive, that he [Bertolucci] was going to be quite violent with me,’ she says, referencing the fact that the actress Maria Schneider had found the making of Last Tango in Paris emotionally challenging. ‘And that it would destroy me for life. I was like, are you kidding? It was the chance of a lifetime.’
The film, which was released in 2003, was a critical success, but did more for Green than simply launching her career. ‘Bertolucci gave me faith in myself. He was like a little angel.’ After seeing her performance, Jobert agreed that she had made the right decision; but the rest of Green’s family found the film’s explicit intimacy shocking. ‘When you are not in the business and you see something so sexual, it is too brutal. I mean, it was horrific for me when I saw it. But I hate watching myself anyway.’
She hated the ancillary elements of being an actor, too, not least the red carpet. ‘I remember my first time. The Dreamers was about to come out. It was an Armani event, and [Martin] Scorsese was at my table. I said to my agent, “I can’t go, I have nothing to tell him!” But then [Giorgio] Armani took me aside and said, ‘We are going to do the red carpet!’
Green still doesn’t enjoy ritzy events, which she says is down to a lack of confidence. ‘I am very shy. It is a handicap. I am never good when there are lots of people. It is a thing from my childhood, I can’t even explain why.’
It is something that she has learnt to deal with, though, by taking herself off to the loo to do breathing exercises to calm herself, and wearing elaborate gowns (her favourite designer is Alexander McQueen) and melodramatic make-up as a kind of armour. ‘It protects me. Because otherwise it is very violent for me,’ she says. ‘I just wish sometimes that we didn’t have to talk, that we were just silent movie stars.’
And here is the conundrum, one that Green herself has said she does not quite understand: why someone so shy (although, one-on-one, drily funny, thoughtful and open) would do a job that is so emotionally exposing, both on screen and off it.
In a 2017 radio interview, Green’s mother revealed that Harvey Weinstein had attempted to physically assault her daughter when she was a young actor in a hotel room in Paris. ‘She managed to escape, but he threatened to destroy her professionally,’ said Jobert. Green has never been keen to go into details about the event, but she is happy to say how relieved she is that Weinstein has been sentenced to 23 years in prison. ‘I am grateful that justice has been served. I praise the brave women who risked so much in coming forward, not only their careers and reputations, but the pain that they have suffered in having to relive being raped in order to put this sexual predator out of harm’s way. Their courage has changed the world.’
This change is something that Green is living through – on the Friday before we meet, she attended the French César awards where Roman Polanski, who pleaded guilty to unlawful sex with a minor in the US in 1977 but fled before sentence was passed (and with whom Green made the film Based on a True Story in 2017), was given the award for best director in absentia, resulting in many of the members of the audience walking out.
‘It was so tense,’ said Green. ‘I have never been in a situation like that before.’ She is enjoying the shift in the power dynamic in the film industry, working with female directors like Alice Winocour, making female-centric stories, like that of the astronaut Sarah, where there is not even a whiff of romance. ‘It is good, and there is still more to do,’ she says. ‘It is so radical – for men it is very hard, they take so many hits. There are very good men.’
One of the best men, as far as Green is concerned, is director Tim Burton, with whom she has collaborated on three films, most recently last year’s Dumbo. There have been rumours of romance between Green and Burton, who has two children with his former partner, actor Helena Bonham Carter, but Green has always denied this, maintaining that their relationship is purely professional. ‘My dream as a child, and later on, was always to work with him. I love his world. He is such a nice person as well.’
Green says she does not have a partner at the moment – her main companion is her miniature schnauzer, Winston. ‘Winston is so clever; very serious, very sensitive. I can’t lie to him,’ she says, showing me a picture of him, looking serious and sensitive in a tartan bow tie. ‘This is how I dress him.’
Green has lived in London since her early 20s, when she got a British agent and promptly moved into their spare bedroom in Primrose Hill. She loves London, but her circle is international – her sister, Joy, lives in Italy, on a vineyard with her Italian count husband and two children. ‘She is very different [to me], very down to earth. We are so different that it might have been a bit tense in the past, but we really get on now.’
When asked to elaborate on these sibling differences, Green considers, before saying, ‘Maybe I am a bit weird? If I mentioned tarot, things like this, she would go, “You are crazy.” So I don’t talk about any of that.’
Green became interested in tarot in 2014 when she was filming the Showtime series Penny Dreadful, a drama set in the Victorian occult underworld starring Josh Hartnett and Billie Piper. Green was nominated for a Golden Globe for her portrayal of Vanessa Ives, a young woman prone to satanic visions and demonic possessions.
‘If it [tarot] is done properly, it teaches you things about yourself. It is fast-forward therapy.’ She does not go to normal therapy, although she did a little when she was younger. ‘But if you have a few tools, you can become very connected.’
Her toolbox includes regular meditation. ‘I am very into this guru at the moment, Teal Swan, who lives in Costa Rica. She does guided meditations that really calm you.’ She also exercises every morning for 45 minutes, sometimes with a trainer, and uses the Wim Hof cold-water-therapy technique, which involves a daily 10-minute cold shower. ‘It is all about the breathing and helps you when you are stressed. It makes you get rid of all that s—t.’
These techniques are a proactive way of managing anxiety. But Green also likes a glass of red wine in the evening (‘Of course. I’m French. I have been doing that every day of my life since I was 18’), going for long walks, taking photographs, and compiling collages of black-and-white images.
She is not on social media – ‘it is very narcissistic and not in a great way’ – and her greatest pleasure is travel: trips to places like Namibia and Bhutan, long walking holidays, often alone. ‘The first day is always quite scary, but then you connect much better with your surroundings, with people as well. Your senses are more awakened.’
The opportunity to travel was just one of the reasons Green accepted a role in the upcoming adaptation of Eleanor Catton’s The Luminaries. Set in the 1860s during the New Zealand gold rush, the BBC Two series stars Eve Hewson, the actor daughter of Bono, while Green plays scheming brothel-keeper Lydia Wells. ‘I love characters like that. You think she is one thing and then you discover that she is something else. Of course she is manipulative, but she is not a baddie. She is a very strong woman.’
Lydia is also an astrologer, another of Green’s interests. ‘I am completely into that stuff.’ Her star sign is cancer, and in July she will turn 40, although there will not be a party. ‘I am not a birthday girl at all. I always want everyone else to feel so good that I cannot relax.’ The fact that it is a landmark birthday is adding to Green’s feeling of unease. We talk about how age brings maturity, wisdom and a sense of acceptance about who we are.
‘That’s true. And then there’s the immediate thing of, “I’m going to get old, what did I achieve, are people still going to desire me?” Especially as an actor, I think, because I’ve always heard that when you reach 40, it is going to be difficult to get roles. What about as a woman: can you still be attractive, do you have children? If you don’t have children, are you kind of a social failure? These are clichés, but people say, “You don’t have children?” and you feel like not a woman when you say, “No, I don’t have them.” It is hard… But then, I feel like I am 12 still and now I am about to be 40. What happened there?’
And yet, she does have a plan… ‘I want to get a farm. I know it sounds like a whim, but it is something that I have been thinking about a lot. Maybe Wales, I love Wales. The scenery is amazing. Sitting in the city, it is choking me sometimes, and there is nothing better than to connect with nature. You feel whole.’

Guidelines for Stage 3 - 29 May

DURING a briefing from the Situation Room at State House, Dr. Kalumbi Shangula, the Minister of Health and Social Services introduced the new guidelines that Namibians will have to follow during Stage 3 of the State of Emergency. President Geingob at the start of the briefing announced that Stage 2 will be lifted at midnight on Monday evening.
The guidelines for Stage 3 and Walvis Bay’s return to Stage 1 are set out as follows:
THE NEXT LEVEL OF MIGRATION FOR NAMIBIA On Monday the 1st June 2020 at 23:59, all 14 regions, with the exception of the Walvis Bay Local Authority Area, will transition from STAGE 2 to STAGE 3, until 29 June 2020, for a period of 28 days or two Covid-19 incubation periods. Due to recent epidemiological developments, Walvis Bay Local Authority Area will revert to STAGE 1 from the 2nd June 2020 to the 8th June 2020 (7 days). The observance period will be monitored on a weekly basis and may be extended, subject to changes in the country epidemiological situation.
STANDARD HEALTH AND HYGIENE GUIDELINES A relaxation in restrictions requires heightened vigilance and responsibility at a personal, community and organisational levels. The public is urged to adhere to the following guidelines: Continue Social Distancing protocols of at least 1.5 meters between persons, to minimize the potential risk of infection. Each person is required to wear a facemask, as defined in the Regulations, when using both private and public transport, shopping, outdoor group exercise, public spaces and at the workplace. Increase hygiene interventions, e.g. public hand washing utilities and consumables, including installation of sanitizer equipment within public and work places. Increase cleaning and disinfecting of surfaces including public transport and all public facilities including schools, buses, play park equipment, shared water access points, public restrooms among others. Anyone with symptoms of a dry cough, high fever and shortness of breath should avoid public places and rather call the Toll-Free Number 0800-100-100 or 911 or consult a health facility or community health worker to be advised on what to do. Businesses are required to keep a register of customers, recording the time of patronage, full name and contact details, to assist with possible contact tracing. The public is urged to cooperate with authorities in maintaining the health of the population.
MEASURES UNDER STAGE 3 These measures are applicable to 14 regions with exception of the Walvis Bay Local Authority Area. EDUCATION Early Childhood Development, Primary, Secondary Schools and Vocational Training Providers to resume face-to-face medium of instruction, with daily screening of learners/students. Any learnestudent or staff displaying COVID-19 related symptoms should stay home and alert the school health authority. The school authority should immediately inform the local health authority for intervention. The School-feeding scheme to resume. The resumption of face-to-face instruction will be phased in as follows: From the 3rd of June Grade 11 and 12 learners will return to school; on the 8th of June Vocational Training Centres will re-open for students; pre-primary to Grade 3 learners will return to school on the 22nd of June; Grade 7 and 9 learners will return to school on the 6th of July while learners in Grade 4, 5, 6, 8 and 10 will return to school on 20 July. The academic year for all students and learners will end on the 18th of December.
POINTS OF ENTRY Closure of all points of entry and comprehensive restrictions on cross border movement of persons will remain in force, with exception of the transportation of imported goods. Repatriated Nationals to submit to mandatory, government supervised quarantine upon arrival.
PUBLIC GATHERINGS Public gatherings during this period shall not exceed 50 persons. This includes weddings, funerals and religious gatherings. The Ministry of Health and Social Services has developed measures to address the risk of cross border importation and spread of COVID-19 into the country, with particular focus on truck drivers. 6.1. Truck drivers are to adhere to the Standard Operating Procedures for designated supervised points, namely, border points, truck ports and depots, fueling stations, banks and quarantine facilities, in line with regional SADC protocols. A mandatory test will be conducted by the Namibian Government each time, upon arrival. The truck driver will be permitted to proceed to final destination, pending test result outcome. Upon arrival at destination, all truck drivers, both Namibian and non-Namibians are to be subjected to mandatory, Government supervised quarantine for the duration of their stay in Namibia. All drivers arriving in Namibia will be screened, tested on arrival and quarantined for not less than 14 days. A second test will be conducted towards the end of this period. Truck Operators are to submit deviation reports from the satellite tracking systems, to law enforcement agencies, within 72 hours of occurrence. Logistic/Transport industry is encouraged to pursue Truck Driver Relay System.
VULNARABILITY Employers are encouraged to allow employees in vulnerable conditions/categories as defined in the Regulations, to continue working from home as far as feasible. Vulnerable Persons are encouraged to observe specified shopping hours. Face to face visits to Old Age Homes are suspended. Caretakers to wear appropriate Personal Protective Equipment. The public is encouraged to observe measures to limit exposure of persons in vulnerable conditions or categories, as far as possible. The distribution of the Old Age Social Grant to be conducted in accordance with strict Social Distancing protocols.
BUSINESSES The following businesses will be permitted to resume activities under STAGE 3, subject to the Health & Hygiene Guidelines stipulated under Section 2 above, and in fulfilling the following additional requirements:
Restaurants, Cafes & Kapana Traders These businesses may reopen for sit down dining, in adherence to the Directives of the Liquor Act and the Operational Guidelines as provided by Ministry of Industrialisation and Trade (MIT)), stipulating the number of persons permitted inside an establishment per square meter. Restaurants may only open for pre-booked customers, no walk-in clients permitted. This provision does not apply to informal traders. The public is reminded to avoid sharing public pens in completing Customer Registers. Food/buffets in restaurants should only be handled by service staff.
Liquor Outlets, Shebeens, Bars Businesses may operate under normal working hours but limit the sale of alcohol to 12:00-18:00, Monday-Saturday as per the Directives on the Liquor Act. No sale of alcohol permitted on Sundays. The buying and selling of alcohol is only permitted for takeaway. Consumption of alcohol is only permitted in private dwelling but not in public. Only holders of a valid Liquor License will be permitted to operate. Adhere to the Operational Guidelines as provided by MIT stipulating the number of persons permitted inside an establishment per square meter.
Theatres, cinemas, libraries, galleries, theatres, museums, craft centers These are permitted to reopen, subject to adherence to the Operational Guidelines as provided by Ministry of Industrialization and Trade stipulating the number of persons permitted inside an establishment per square meter.
Gyms and exercise centers Permitted to reopen, subject to adherence to the Operational Guidelines as provided by Ministry of Industrialization and Trade stipulating the number of persons permitted inside an establishment per square meter. Adhere to strict hygiene measures, including cleaning and disinfecting equipment after every use.
Entertainment events, Seminars, Conferences, Workshops & Summits These are permitted to resume, subject to adherence to the Public Gathering limit and the Health & Hygiene protocols.
Sporting events & activities These are permitted to resume with exception of contact sports as defined in the Regulations, subject to adherence to the Public Gathering limit and the Health & Hygiene protocols. Nightclubs, Gambling houses & Casinos. These activities remain high-risk and will not be permitted to resume activity during STAGE 3.
PENALTIES OF VIOLATING REGULATIONS Non-compliance with Regulations is a punishable offense. For truck operators the penalty may include suspension of the operating license. The penalty for violating Stage 3 Regulations is a spot fine of N$2,000 or arrest.
MEASURES FOR WALVIS BAY LOCAL AUTHORITY AREA His Excellency the President has just announced the lockdown of Walvis Bay Local Authority Area. You may recall that Case No 21 and Case No 22 are all from Walvis Bay. These two cases have primary contacts of more than 100 between them. The extent of secondary contacts remains unknown. It is for this reason that, while the rest of the country migrates to Stage 3, out of an abundance of caution, a special dispensation is introduced for Walvis Bay Local Authority Area. As part of this special dispensation, the following interventions are instituted: Restrictive measures that were instituted for Stage 1 as per Proclamation No 9, State of Emergency – Covid-19 Regulations will apply, to the whole of Walvis Bay Local Authority Area. These include the following:
• Closure of Schools and Higher Education institutions; • Prohibition of public gatherings of more than 10 people; • Prohibition relating to travel and permit requirement; • Quarantine; • Restriction on movement of persons; • Critical services; • Prohibition relating to the sale of alcohol; and • Prohibition relating to certain operations and closure of certain businesses amongst others.

Scenario:
John “Jaco” Pastorius had actually lucked out. Once, in his travels as a musician, he’d caught the attention of a famous singer, Brooke Elliot, and from there something between a friendship and professional acquaintanceship was struck. She and her husband, US Senator Randall Elliot, had been clued into the world of stands by him and another friend of theirs, and were so kind as to invite all of them, as well as a +1, on a family vacation to Africa, chartered on his enormous, lavish yacht, the Rose Totino. The two of them, she reasoned, could meet and share information on this ‘hunt’ they’ve both happened to speak about.

It’s an unknown story how someone as… Unique as the past-his-prime underwear model Fabian Gibson had come to be the second good friend of Brooke Elliot’s, and none of his teammates were really comfortable enough with him to pry, but from what they could infer this connection to Senator Elliot was responsible for averting a lot of instances where he probably should’ve been put away for life.
He had intended on simply finding some piece to conscript into acting as his +1, and his team was content to let him… Until he happened to mention that the Elliots had a young daughter. To that end, they immediately made Stu Steel E. accompany Fabian, giving him specific instructions to make sure the man stayed on his best behavior and fully clothed. This was so far out of his comfort zone on so many levels it wasn’t even funny, but he was curious about this “other stand user” as well, not to mention the likelihood that his +1 would also be a user.

Things were civil at first, Fabian coming in his actual outfit and everything, and everyone was made acquainted by the woman before getting onboard her husband’s yacht. At the moment, everyone was mingling on deck, while the young daughter of the family half-paid attention to her father’s words about revisiting their ancestry after centuries of erasure. She was too busy making two Barbie dolls pro-wrestle to care about gloomy stuff like that, smashing one into the other and making an exploding sound with her mouth. It’s adorable, and her mother takes a few pictures that immediately trend on social media.
Jaco was backed into a railing of the deck by Fabian, who was towering over and blatantly sizing the musician up. “Nice shirt,” the model whispers.
Laughing nervously, no stranger to this sort of attention, Jaco just lightly began to push him away. “Man, hey, there’s a little kid right there! Save it!”
“I want her to watch.”
“Hey, er, maybe now someone should step in!” Jaco cheerfully but nervously motioned with his head for Michael.
The spy of few words was already beginning to step forward, and Stu, having until now been keeping his distance, starts to speak up as well, “hey, Fabian, maybe we should cut it out for-”
Suddenly, the skies grew dark and weather stormy, and before any of the Stand users or the Elliot family had time to react, a massive wave erupted over the upper deck of the ship, washing our heroes over everything went black with a crash.
When Jaco came to, he heard the sound of waves, finding himself on the beach of an unfamiliar, uncharted island. Michael was already awake, looking off Northwards.
“Urgh…” He rubs his head, tugging at his shirt. “Brooke… where’s her family? They alright?”
When Michael simply responded with silence, Jaco assumed the worst, hanging his head in sad silence for a moment.
“I see… And my bass is missing too! Even after Randy got me that nice roomy bag for it!”
Michael, as should be expected, continued to say nothing, simply turning and seeing four identical bags wash up on the shore. Before Jaco could run over to grab at them, however, he was shocked into stopping by his +1 opening his mouth. “Don’t rush ahead. Those ‘other users’ are here too.”
“Are they now? Well, all due respect to Brooke, and I ain’t normally the type to start a fight, but… Well, man, I wanna give that Fabian guy and his pal a piece of my mind!”
Michael nods in response, clearly having similar sentiments.
“My clothes are all wet.”
“I mean… Yes, Fabian, we were washed overboard by-” Stu covers his eyes. “Seriously? C’mon, man, I just told you those other friends of Brooke’s were on the island. They probably had something to do with-”
Posing aggressively in his speedo and sunglasses, pants and vest cast out into the water, Fabian looks Stu directly in the eyes, intimidating him into silence as his body radiates against the island’s sand. “All the better, then. I have… Unfinished business with one of them.”
Stu really, really didn’t like the way he said that. “That volcano over there looks ready to blow, we really shouldn’t be wasting any-”
“It won’t be what ends up firing off all over them, that much is for certain.” Fabian flexes some more, frowning and taking this more seriously than he would admit. “Come, let’s beat them into submission for daring to refuse me.”
“Fine, but I’m absolutely not doing this for you.” Stu genuinely planned on giving it his all against his opponents, but he was also genuinely considering killing them just to spite his partner.
Location: An unnamed, uncharted island which you assume is somewhere off the coast of Namibia. The island is circular and 800 meter in diameter. The outermost 100 meters are a mostly pristine-looking beach, while the rest is a not very dense palm-tree forest, with various unusually neat dirt paths marked in orange. There are some notable landmarks, as seen on the map. The teams are about 700 meters from each other. Honestly, though, every single measurement is only what your team estimates it to be roughly, and everything about this place feels off.

Cargo: Brown dots on west north west and southwest - Contains various sized kitchen knives, all very shiny and appearing to be made of sharpened, colorful plastic. Each is somewhere around the ballpark of 50 meters away from their chosen opponent where directed.
Luggage Bags: Four of them, all identical, have washed up where marked on the map, several hundred meters away from both teams. These were provided as tokens of friendship by the now missing-in-action Elliot family as gifts to all of you. While before each had a tag with the owner’s name on them, those appear to have been lost in the tide, so the outsides of the bags all appear identical. Inside is everything in one character’s inventory.
River: Separating the beach and forest sections of the island is a river only about ten meters wide, and then leading out into the ocean. The volcano will empty into this and miss the beach entirely.
Ruined tower : Center, past the volcano zone - Tall, but easy enough to climb, and a distinctive but hard to identify stonelike material. Two hundred meters high. There’s a large hole in the wall on the east side starting about three meters up and five meters wide that extends all the way up to the top of the structure, and a spiral staircase extends all the way over to an observation deck the top, at which is an old pair of binoculars. The tower seems highly resistant to lava once it starts flowing, but that isn’t to say that the entire area is indestructible if you’re not careful. It had to have been banged up somehow, after all.
Volcano - Center east. : It is a seemingly-dormant “shield” style volcano, standing about 500 meters above the sea level. Pink area.
The Good Vibrations start in the far Northeast. Ultraviolet Underground starts in the far south.
To prevent you from just running around, there are gonna be hazards. In three minutes high tide rolls in, covering the beach with water. This will wash away the cargo if you don’t reach it. In ten minutes the volcano will erupt, running the risk of killing everyone who ends up running afoul of the running lava (stands will be unaffected, under most conditions), which will continue until it runs off into the river and ocean. Even after eruption, the area will continue to be a smoldering wasteland full of lava paths, making it unsafe to enter. The orange paths denote where the lava will flow through.
Goal: RETIRE your opponents, plain and simple. While, thankfully, your clothes survived being thrown overboard, all your items were in luggage bags, so you’ll need to find those again before you can use any of your equipment.

Lord Lucan

About 8.55pm on 7 November 1974. 46 Lower Belgravia Street, London. In a well-kept Georgian townhouse, Lady Lucan, the wife of John Bingham, 7th Earl of Lucan, goes down the stairs to the basement, where she had sent the family's nanny, Sandra Rivett (aged 29) to make a cup of tea several minutes previous, wondering what the delay was.
Suddenly she is attacked by a masked man who grabbed her and told her to "shut up". She would later recount that it was her husband's voice. They fought for several minutes until Lucan took off his mask and admitted that he had killed the nanny. In the basement lay a cloth sack with her body inside, bludgeoned to death with a bandaged lead pipe. He begged his wife to help him escape. She agreed if he would stay a few days. As he went to treat his wounds in the bathroom, she fled from an upstairs window to a nearby pub. He called at a friend's house some time after 10pm but she ignored the door. Soon afterwards the same friend received an incoherent, babbling phone call and hung up. Blood stains would be discovered on her doorstep the next morning. Lucan called his mother and asked her to look after the children, speaking of a "terrible catastrophe". He said he had seen his wife fighting with a man and come into the house. He then drove to Uckfield in Sussex where he visited his friend, Susan Maxwell-Scott. This would be the last sighting of Lucan.
As the police forced their way into his home, finding the body of Rivett, they were forced to look at the life of Lord Lucan. It seemed that the perfect life had gone wrong. Born in 1934 to an aristocratic family, he was schooled at Eton and in the United States before serving in the Coldstream Guards in Germany as a Lieutenant. After his service, he became a banker, holidaying in the Bahamas and developing a taste for gambling. One night at the Clermont Club in London he lost £8,000 (his annual income being £12,000) in just one night. Further nights at the casino cost him £10,000. He drove an Aston Martin and was even considered for the role of James Bond that was given to Sean Connery. By September 1974, Lucan and his wife had separated despite still living together, and he had taken to staying all night in casinos. In two months he ran up debts of £50,000, an astronomical sum in 1974 when a loaf of bread cost 2p (£0.02). At the time of his disappearance he was overdrawn to the tune of £25,000 just to banks, not to count private creditors.
Early morning on 8 November. Detective Chief Superintendent Roy Ranson arrives at 46 Lower Belgrave Street. Sandra Rivett is pronounced dead from blunt force trauma. A blood-stained towel is found in the bedroom. The basement stairs are drenched in blood and a pipe with bandages wrapped round it is nearby. Blood is found on leaves in the back garden. The police also show up at Lucan's second apartment. His wallet, keys, driving licence and glasses are on the bedside table. A suit and shirt are laid out on the bed. His passport is in a drawer nearby. His blue Mercedes-Benz (he had sold his Aston Martin recently) is outside with the engine cold and the battery flat; he could not afford to fuel it.
An autopsy is conducted on Sandra Rivett. Her husband, Roger, has a good alibi for that night. The focus shifts to Lucan. Would he come forward to help the police with their inquiries? Newspapers and TV stations circulate his image. Two letters, dated 7 Nov 1964, arrive at Lucan's brother-in-law's house, with blood stains on the paper. In them, Lucan speaks of "interrupting a fight" and "being accused of hiring the man that killed Sandra". He says he's going to lie low, and that for his children "knowing their father had stood in the dock for attempted murder would be too much". He also leaves instructions on paying the bank back with a pre-arranged auction of his property. He signs the second letter "The other creditors can get lost for the time being. Lucky." It would be the last anyone would hear from Lucan.
The Ford Corsair that Lucan had driven away from London was found abandoned in Newhaven, 16 miles from Uckfield on 10 November. It had a piece of lead pipe wrapped in surgical tape and a full bottle of vodka in the back. Its owner, Michael Stoop, a friend of Lucan's from the gambling circuit, received a letter a day later from Lucan stating that he "had had a traumatic night of unbelievable coincidence". Ranson suspected that Lucan had committed suicide, and searched the area around the town and its harbour for any remains but found none. A warrant for Lucan's arrest was issued on 12 November and circulated by Interpol. The pipe in the car had traces of blood from Sandra Rivett.
At the inquest into the death of the nanny, the landlord of the pub which Lady Lucan had ran into described how she was "head to toe in blood" and reportedly said "Help me, help me, I've just escaped from being murdered" and "my children, my children, he's murdered my nanny" without mentioning a name. Death was caused by blunt head injuries and inhalation of blood. Susan Maxwell-Scott testified that when she had seen Lucan he seemed "dishevelled, with his hair a little ruffled". Lucan had told her that he was walking, or passing by the house when he saw Veronica being attacked by a man. He let himself in but slipped in a pool of blood at the bottom of the stairs.
The inquest's jury returned a verdict that Lucan had murdered his nanny. However Lucan's friends protested his innocence. No fingerprints of his were found at the scene and no letter mentioned the lead pipe left in the Ford Corsair. The evidence against him was somewhat compelling; he claimed to have seen a man attacking Sandra in the basement, which would have required him to stoop down and look into the window, compounded by the fact that the lightbulb in the basement had been removed and left aside.
Lucan was last seen at 1.15am on 8 November 1974, after which he disappeared into thin air. His friends insist that he committed suicide, his wife insisting that he did it "like the nobleman he was". However, rumours that the Earl had moved to South Africa persisted. Lucan's brother insisted that this was the case. Another rumour was that he had travelled to Switzerland, where he was killed for shady financial dealings with the "Clermont Set". Since then, sightings have been reported in France, Colombia, India, New Zealand, Gabon, Namibia and South Africa.

One of President Cooper's "six pillars" is Universal Healthcare for all Liberians. First championed by President Johnson-Sirleaf, left unaddressed by President Boakai (though he did further substantial healthcare reforms), the issue now fell to the Cooper Administration. In rural portions of the country, at-risk, vulnerable populations are left to cover upwards of 40% of the cost of healthcare, in a part of the country with some of the highest rates of maternal mortality in sub-Saharan Africa. Furthermore, upwards of 77% of essential drugs are out of stock across the nation. Further exacerbating every healthcare problem in the nation is a severe, crippling shortage of doctors and health professionals. Liberia has among the worst patient to doctor ratios in the world, about 35,000:1.
While the root cause of these issues are diverse and varied, they all link back in some way to the lack of money and opportunity in the country. International aid goes towards major projects. Rebuilding a hospital, occasional training of staff, outfitting a clinic with solar power to run ultrasound equipment, but rarely does it simply go to the doctors. Consequently, what doctors the country does have quickly drain away to better pay and better conditions elsewhere, often in the United States or Europe.
With one of her first acts as President, MacDella Cooper nominated her predecessor's Minister of Health, Dr. Francis Barclay, author of the renowned "Barclay Report" to continue his position under her administration. He sailed through the Senate with unanimous consent, eager to get back to work and grateful to continue his efforts.
While only two nominees have yet been approved, Barclay and Dr. Edward Rohirrim, Minister of Finance, President Cooper still called her first Cabinet meeting to begin discussions on the healthcare front.
"Barclay, Rohirrim, thank you both for coming at such short notice."
"Of course Madam President."
"While the full Cabinet is still in limbo, I'm glad that the two of your have already been approved, as we can begin work on something that I think must be addressed as soon as possible."
"Mam?"
"Dr. Barclay, I assume you've been keeping busy on the topic we discussed during your short time off?"
"Yes mam, I did!"
Even as President-elect MacDella Cooper had been thoroughly rereading Barclay's report, and contacted the Minister of Health to see if he would be interested in continuing his role. He had of course. And the two had briefly discussed priorities of the incoming administration and Cooper's continued support for Barclay's initiatives.
"So what do you think is obtainable?"
"Well, it'll take an immense, almost herculean effort to bring our doctor patient ratio up to par with anything from the more developed world. But anything is an improvement on current numbers. The problem would be attracting any doctors...let along paying them."
Cooper turned to Minister Rohirrim.
"Edward?"
"Mam?"
"How many doctors are we talking about needing Francis?"
"1,000 more than we already have and we'd be on par with somewhere like Yemen. 2,000 and picture us about the level of Iran, and about the second best ratio sub-Sahara, though still well short of the WHO recommendation of a 1000:1 ratio."
Edward Rohirrim did a hilarious spit take from the glass of water he was inexplicably drinking at that exact moment.
"What, all at once?"
"No, no. This would be over a period of about 10 years."
"How many to get to the 1000:1?"
"To be honest, far, far more than we could afford right now or anytime soon."
"That bad?"
"We'd be coming close at about 3,500-4,000 more doctors than we currently have. That's an increase by 20x from the about 200 we have right now. Would I love that? Definitely. Do I know that's way out of our range of possibility? Yes."
Rohirrim winced imagining the cost.
"We'd have to increase salaries too."
"What?"
"Even if we could somehow entice that many doctors to Liberia, we'd lose them almost immediately when they see how much a doctor currently earns here. If we want to maintain doctors and not see the drain we already have just continue, we have to pay at least semi-competitively or at least offer some kind of extra incentive."
"How much more are we talking?"
Barclay flipped through his notes.
"Well...the average salary for a doctor in Liberia is about $18,000. When the do get paid that is."
"What do you mean?"
"Salary irregularities. Months without pay. You name it."
"So what kind of increase would we need?"

Since 2021, efforts to increase tourism to the Weddell Sea have succeeded in increasing the number of visitors up to an estimated total of 18,000. This represents an increase of approximately 25%, and while this is a non-negligible increase it overall remains a poor destination compared to other parts of Argentina. This can be attributed to several complicating factors including distance, price, and the lack of any truly world-class attractions.
It is this third factor which Argentina hopes to change by focusing on the individual appeal of each area:
SeaCity 1 and SeaCity 2
The long-anticipated launch of these two oceangoing research vessels, complete with detachable submersible units, will undoubtedly give new insights into the ecology of the little-studied Weddell Sea region. More importantly, the hotel suites on board will offer tourists the chance to see fish and marine mammals in densities higher than anywhere else on the planet.
In navigating the sea - occasionally with the aid of the Almirante Irizar icebreaker - vast regions of Argentine Antarctica are opened up for exploration beyond the limited range of land-based research bases.
Access and resupply at present requires one of the vessels to move within the range of a seaplane from either Esperanza or Balgrano III, and for ideal conditions for landing in the water which are far from guaranteed in the turbulent waters of the Weddell Sea. Aside from being logistically frustrating, this method is unappealing to the upper class clientele the SeaCity vessels intend to attract.
To resolve this issue, Argentina's FMA will begin development on a flying boat model reminiscent of those built in the early 20th century, able to cover longer distances, carry more cargo or passengers in a setting more similar to airlines, and land in a wider variety of water conditions. Balgrano III
Host to the Antarctic gardens program, using genetic engineering to confer additional cold resistance to plants already able to marginally survive in the Antarctic oases, Balgrano III is already substantially interesting on its own and likely contains a majority of biomass on the continent. The recent completion of a 15 meter aperture telescope, the largest of its kind, will further enhance the remote Balgrano III as a city unlike any other in the world.
Using the extremely long exposure times available during the dark Antarctic winter, the observatory's primary function is to image distant objects. It is anticipated that offering subsidized travel package deals involving visits to both Antarctica and the Kalahari will be able to increase visits to both locations.
Marambio
Despite its reputation as one of the major gateways to Antarctica, Esperanza does not offer comparable excitement to SeaCity or Balgrano III, instead serving as a logistics hub and home to Argentina’s various research programs of lesser focus.
There are several advantages, however – the small but non-negligible civilian economy can be expanded, potentially even attracting new residents in the future. Argentina will focus on building a casino and brewery in the city to cater to visitors and provide employment and will additionally use air freight to sell “Antarctic beer” as a high value export to the mainland and potentially abroad.
Separately, scenic views will be created by building the Marambio Arches.
